Waukee Civic Campus Plan
SVPA Architects partnered with the City of Waukee and Confluence to create a comprehensive master plan for the Waukee Civic Campus, envisioned as the community’s geographic and cultural heart. The plan integrates civic facilities, recreation, open space, infrastructure, and mixed-use development into a cohesive, connected district.

Our Solution
Key civic anchors include a future City Hall and public library, organized around a central park, covered event pavilion, and flexible public gathering spaces designed for year-round use. A signature 30-acre recreational lake provides both stormwater management and opportunities for kayaking, fishing, and passive recreation. The plan also allows for future competition and recreation facilities and expands the Sugar Creek Municipal Golf Course from nine to eighteen holes.
An interconnected system of trails, greenways, and open spaces enhances walkability, while strategic roadway extensions and realignments improve access and prepare the area for long-term growth. Mixed-use, commercial, and residential development areas are incorporated to activate the campus and support public investment. Through thoughtful phasing and placemaking, our team delivered a visionary yet implementable roadmap for Waukee’s future.
